NottsPASS Year Long Project 17/18 According to the Hong Kong Basic Law, the Judiciary of Hong Kong SAR has its own independent judicial power, including the right to final adjudication. This is designed to preserve and protect the established principle of the Rule of Law, particularly the liberty and individual rights that were implemented prior to the reunification of Hong Kong in 1997. The Legislative Council is constitutionally held responsible for monitoring the administration of the HKSAR Government as a legislature with authority to check and balance the authority of the government. The government, according to the Basic Law, is accountable to the LegCo in addition to the Central People's Government of the PRC.
